Paperless Exemption Process Goes Live 26 Feb 2018

All trade exemptions to be processed through the eMDA platform


The Ministry of Finance (MoF) wishes to inform the Trading Community as well as all Ministries Departments and Agencies (MDAs) that the application process for trade exemptions from the Ministry will be moved onto the eMDA Platform with effect from Monday 26th February 2018.

MDAs Involved

The following MDAs are included in the initiative:

  1. Ministry of Communications
  2. Ministry of Defence
  3. Ministry of Education
  4. Ministry of Employment and Labour Relations
  5. Ministry of Energy and Petroleum
  6. Ministry of Fisheries and Aquaculture Development
  7. Ministry of Food and Agriculture
  8. Ministry of Foreign Affairs and Regional Integration
  9. Ministry of Health
  10. Ministry of Interior
  11. Ministry of Local Government and Rural Development
  12. Ministry of Roads and Highway
  13. Ministry of Trade and Industry
  14. Ministry of Transport
  15. Ministry of Water Resources and Sanitation,
  16. Ministry of Women, Children and Social Protection
  17. Ministry of Works and Housing
  18. Department of Social Welfare

 The New Process

The new process is as follows:

  1. Applicant submits exemption request to sector MDA through eMDA Portal
  2. The sector MDA will process the 1st level approval of the exemption
  3. Ghana Revenue Authority Domestic Tax Revenue Division will process the 2nd level approval of the exemption
  4. Ghana Revenue Authority Customs Division will process the 3rd level approval of the exemption
  5. If all 3 approvals are given an electronic copy of the exemption will be returned to the Applicant online and a copy sent to the Ghana Customs Management System (GCMS) to enable the processing of the Bill of Entry
